In a desperate bid to create an army of new mutants, the diabolical Shredder sets out to capture the remaining canister of the magical Ooze that gave life to the Teenage Mutant Ninja Turtles. As the Turtles and their human friends, April O'Neil and Casey Jones, celebrate the defeat of the evil Foot Clan, they are unaware of the sinister plans brewing in the shadows. Meanwhile, two new Turtle brothers, Tokka and Rahzar, begin to take shape within the Ooze. Unbeknownst to Shredder, however, his plan is foiled when the Turtles, April, and Casey discover the remaining canister and thwart his attempts to use its power for evil.
