In the dystopian future of 2032, Los Angeles has been transformed into a futuristic utopia known as San Angeles, where crime is non-existent and society runs smoothly under the watchful eye of the LAPD's elite tactical unit. However, when Simon Phoenix, a notorious and violent criminal from the past, is thawed out during a parole hearing, chaos erupts in this supposed paradise. Phoenix, who was cryogenically frozen in 1996, has been awakened to wreak havoc on San Angeles' pristine streets. The police are powerless against his brutal tactics, and the city's authorities are forced to seek the help of a relic from the past - John Spartan, a hard-boiled cop from 1996. Spartan, who was also cryogenically frozen after being framed for a crime he didn't commit, is thawed out and brought back to life in San Angeles. As he struggles to adjust to the futuristic world, he finds himself face-to-face with Phoenix, who has a personal vendetta against the city's utopian leader, Senator Rachel Kane. As Spartan and Phoenix engage in an intense cat-and-mouse game, they are forced to confront their own demons and the consequences of playing by the rules.
