Plot
In the small town of Hemingford, Wyoming, Police Chief Loren Visser (Nick Nolte) is preparing to hang up his badge and retire. However, on his last night on duty, he makes an extraordinary pledge to a grieving mother, Joyce Larson (Patricia Childs), whose daughter, Cindy, was brutally murdered six years prior. Visser's vow is driven by his sense of responsibility and a deep-seated desire for justice. He promises Joyce that he will leave no stone unturned in finding her daughter's killer, despite the fact that the case has gone cold and the police department has all but given up on solving it.
