In a world where penguins are not just adorable flightless birds, but also highly trained operatives, Skipper, Kowalski, Rico, and Private of the esteemed Global Animal Command (GAC) find themselves in a most precarious predicament. When they're recruited by The North Wind, an elite covert organization, to stop the nefarious Dr. Octavius Brine from wreaking havoc on the planet, these feathered friends must put aside their differences and join forces with their new allies. Dr. Brine, a mad scientist of sorts, has concocted a plan to rid the world of its "inferior" animal species, deeming them a threat to his own ego and perceived superiority. With his army of mutated aquatic creatures at his disposal, he sets out to create anarchy on a global scale.
